Boats and Haulover Inlet water gameplay

Fans want boat handling on par with car handling, plus a recreation of something like Haulover Inlet — the real Miami waterway GTA’s Vice City has always drawn from geographically. Vice City is a coastal setting, so water gameplay mattering more this time is a reasonable guess. But “reasonable guess” is all it is.
