THE RUMOUR LEDGER · ED. 12 · SEPTEMBER 26 TO OCTOBER 2, 2026
Take-Two put its new Microsoft publishing deal in an SEC filing, we log a September 17 shareholder-meeting line on GTA Online carrying on after a single-player GTA 6 launch that Edition 10 missed, and Rockstar quietly added 29 screenshots without a word on the Newswire. Five evidence states, every claim scored, nothing deleted.

How to read this
Every claim in the ledger carries one of five evidence states. Confirmed is first-party only, the publisher on the record. Likely is strong secondary sourcing with a track record behind it. Possible is a plausible claim with no developer confirmation. Unverified is tracked for significance rather than credibility. Debunked is struck through and kept, because we do not delete our mistakes or anyone else’s.
The ledger
Seven claims moved, re-entered or were reinforced this week. Use the filters to sort by evidence state.
Take-Two and Microsoft have signed a new long-term Xbox Publisher License Agreement covering all Xbox devices. New this week, enters Confirmed. The agreement was signed September 28, 2026, effective September 17, and disclosed in an 8-K the SEC accepted on September 30. The filing’s words: Take-Two may “develop, publish, have manufactured, market, advertise, distribute and sell XBOX compatible products for all XBOX devices”, replacing all prior Xbox publisher agreements between the two. The filing names no term length. Community readings that “all Xbox devices” means a future handheld or next-generation hardware are readings of broad contract language, not claims the filing makes. Moves on: either company stating the term length, or naming specific products under the agreement.
Source: Take-Two 8-K, filed September 30, 2026GTA 6 launches as a single-player game, and Take-Two says the current GTA Online continues after launch. Unmoved, Confirmed on the launch question, with a line we missed. This claim moved to Confirmed in Edition 10 on Strauss Zelnick’s September 17 shareholder-meeting remark that “there’s no recurrent consumer spending anticipated with regard to this launch”. A second line from the same meeting was reported on September 17 itself, a day before Edition 10, and we did not log it then: “GTA 6 is a single-player title and is due to release this November. We will continue to support GTA Online after GTA 6 release and beyond.” TechRadar attributes it to Take-Two, not to a named executive, and took it from a ResetEra thread; the meeting was audio-only and we have not heard the recording, so we carry it as reported and do not put it in anyone’s mouth. Read plainly, it says the existing GTA Online carries on past launch. It does not announce or rule out an online mode for GTA 6 itself, and it gives no window for one. Moves on: a Rockstar Newswire post about online plans, or launch day.
Source: Take-Two annual shareholder meeting, September 17; the second line as reported by TechRadar, September 17Take-Two restated the November launch at the shareholder meeting. Unmoved, reinforced. The same reported line puts GTA 6 “due to release this November”. The claim stays Confirmed as a statement and Possible as an outcome, the split it has carried in earlier editions. The restatement carries the same sourcing caveat as the item above: reported by TechRadar from a ResetEra thread, attributed to Take-Two, not heard by us.
Source: TechRadar, September 17, reporting the shareholder meetingGame Informer’s cover story puts Rockstar staff on the record on wildlife and weather, and describes Mount Kalaga and a ride-share app. New this week, enters Confirmed, attributed. Game Informer’s issue 382 cover story, published online September 29, has Rockstar’s Michael Kane, vice president of dynamic art, on the record for over 170 animal species, and Owen Shepherd, vice president of art for lighting and rendering, for a weather system “re-engineered” to be “much more localized and persistent”, including tropical storms and hurricanes. The magazine itself describes Mount Kalaga as a national park on Leonida’s northern border, and RydeMe as a ride-share app for getting around quickly. Rockstar has published none of it on its own channels, so each fact is Confirmed as attributed to Game Informer and the staff it quotes, not as a Rockstar publication. How often storms occur, and whether they affect play or story, was not said. Moves on: Rockstar publishing any of it first-party.
Source: our Game Informer cover story coverageRockstar’s GTA 6 screenshot library grew from 70 to 99 with no announcement. New this week, enters Confirmed. On September 30 the official site’s screenshot page held 29 new images, including a first “Jason and Lucia” pair category, with no Newswire post marking the drop. The images are first-party by where they live. One identification worth logging: the man running the drug lab in the Extended Look’s opening is addressed as Raymond in Rockstar’s own video, and he appears in the new Vice City set. The gang’s chains read S4S on screen; the expansion “San4San” remains wiki-sourced and stays attributed, not stated. Moves on: Rockstar captioning or naming any of the new subjects itself.
Source: our GTA 6 galleryGTA Online’s October Halloween event pays 3x GTA$ and RP on Halloween Survivals, Slasher modes and the San Andreas Super Sport Series, and an extra GTA$2,000,000 for clearing every weekly challenge. Rolling, Confirmed. Rockstar’s October 1 Newswire post runs the event all month: 3x GTA$ and RP on all Halloween Survivals, all Slasher modes in the Featured Series, the San Andreas Super Sport Series and the Halloween Community Race Series (through November 4); 2x GTA$ and RP on Dispatch Work, Bail Office targets, Jack O’Lanterns and UFO Business Battles; and 2x GTA$ on Ghosts Exposed. Completing all five weekly challenges between October 1 and November 4 adds a GTA$2,000,000 bonus on top of each week’s own cash prize. The discounts are on vehicles, 40% off the LCC Sanctus, Albany Brigham, Albany Lurcher, Albany Fränken Stange and Declasse Tornado Rat Rod; a community summary that put 40% off Agency properties is not in Rockstar’s post. One circulating line we are not repeating as fact: that Cayo Perico is still the highest-paying job; on Title Update 1.73 the weekly first-completion rotation leads, and the 3x on the Cayo Perico Survival is a Survival bonus, not the heist. Moves on: the next Newswire post, on October 8.
Source: Rockstar Newswire, October 1, 2026; our GTA Online money hubPlayStation Plus monthly games for October 2026 are F1 25, Hunt: Showdown 1896 and Earth Defense Force: World Brothers 2. Rolling, non-GTA, Confirmed. Sony announced the lineup on the PlayStation Blog on September 30; the games are claimable from October 6 through November 2, 2026. This entry is the ledger’s calibration point for insider accuracy, and this month there is nothing to grade: we found no early Billbil-kun call for October in the usual places before Sony’s announcement. If one existed and we missed it, the correction goes here next week.

GTA 6 MULTIPLAYER 2027 holds at Likely; the reported Take-Two line gives no window for multiplayer, and neither Rockstar nor Take-Two has. SUBPOENA SCOPE holds at Unverified and open: the compliance deadline on Rockstar’s SDNY subpoenas to Microsoft and Discord was September 4, we found no public reporting this week on compliance, objection or a ruling, and being named in the filing is not an accusation. PC PORT TIMING holds at Possible. GTA 6 DUALSENSE and PRELOAD, NOVEMBER 12 hold at Confirmed. PRE-ORDER FIGURE holds at Likely; the ~$180 million week-one digital figure is still the only number standing. FOOTAGE AGE, LEAKER PLAYABLE BUILD, RDR2 UPGRADE, 2K FOOTBALL RIVAL and SMASH NEXT ENTRY log another quiet week at Unverified. From Edition 11, GOODTIME STATE BOX holds at Confirmed, COLLECTORS EDITION BOX at Unverified, CAST NDA REMINDER at Possible, MIAMI TAKEOVER at Likely, and ROCKSTAR TRIBUNAL and STARCRAFT PLATFORMS at Confirmed, with nothing new on any of them.

Debunked claims that keep resurfacing, carried forward so nobody has to relearn them.

The PlayTheory take
The week’s pattern is paperwork saying what marketing will not. Nobody staged an event, but an 8-K formalised the Xbox relationship for “all Xbox devices” seven weeks before a launch marketed PlayStation-first, and the September 17 shareholder meeting, now logged with both reported lines, remains the only on-record word from Take-Two about what GTA 6 is at launch: a single-player title, with the existing GTA Online carrying on beside it. Neither statement promises anything about a GTA 6 online mode or new hardware, and the broad contract language doing the rounds as a handheld tease is standard platform-agreement wording. The quiet part is just as telling: 29 screenshots landed with no Newswire post, which reads like a studio clearing assets ahead of a louder beat, not instead of one. Forty-eight days to November 19.
